Do not pay or override the field blindly
When a Mexican tax return shows a larger balance than expected, save the prefilled version and pause. Rebuild the calculation outside the portal, then reconcile the obligation, CFDI, provisional payments, withholdings, deductions, losses, and credits. The larger number may be correct; the review tells you why.
International owners often describe the problem as ‘SAT is charging too much.’ That may mean the business underestimated the tax actually triggered under Mexican law, or it may mean the return is reading incomplete, duplicated, or recently corrected source data. The screen looks the same in both cases, but the remedy does not.

Article 6 of Mexico's Federal Tax Code generally places tax determination on the taxpayer. SAT's prefilled applications are useful data tools, not a substitute for validation. Several return services explicitly use issued and received CFDI data, which means invoice status, timing, classification, and the treatment required by the taxpayer's regime still matter.
Start with a defensible expected result
A percentage reserved in the bank or last year's payment is not a tax calculation. Build a workpaper for the same taxpayer, regime, obligation, and period shown on screen. It should identify taxable income, permitted deductions, tax base, rate or tariff, provisional payments, withholdings, losses, incentives, and credits. The difference between that workpaper and SAT's result is the amount to investigate.
| Comparison result | Initial reading | Next action |
|---|---|---|
| Workpaper agrees with SAT | The balance likely reflects the actual computation | Validate support, file, and fund payment |
| SAT shows more revenue | Duplicate, replaced, or cut-off CFDI may exist | Reconcile UUID, status, and timing |
| Payments or withholdings are missing |
Eight reconciliations that usually explain the gap
1. Tax obligation, regime, and period
Confirm that the correct return was opened and that each obligation applied during the period. A new activity, regime change, VAT obligation, or third-party withholding can create tax that was absent from management's ISR estimate. Compare the return with the RFC registration history, not only the current certificate.
2. Revenue and the CFDI feeding the return
SAT says its general-regime corporate provisional return and RESICO monthly return use CFDI information. Export the detail and label every invoice as active, cancelled, replaced, duplicated, advance, credit note, or subject to a different recognition date. Do not remove an unpaid invoice until the applicable regime's accrual rule has been verified.
3. Accounting cut-off and later corrections
A cancellation awaiting acceptance, a replacement issued after close, or an invoice with an unexpected date can leave the ledger and the portal looking at different snapshots. Date every download and allow a valid source correction to propagate. Repeatedly filing returns just to see whether the number changes creates a poor audit trail.
4. Provisional payments that were actually paid
SAT's 2025 individual annual return FAQ explains that the provisional-payment field uses the sum of ISR balances that were effectively paid. A filed monthly return with an expired, unpaid payment line is not equivalent to tax remitted. Reconcile the return acknowledgment, payment line, and bank debit.
5. Withholding tax reported by customers or employers
For professional fees, leases, payroll, and other income, compare the withholding in the return with the CFDI and payer records. A customer may need to correct a document when the tax was stated incorrectly or the invoice was replaced. Typing an unsupported credit into an editable field only moves the inconsistency into a later SAT review.
6. Tax deductions rather than book expenses
A cost in the general ledger is not automatically deductible. Test the CFDI, payment method and timing, business purpose, required withholdings, specific limits, and any additional rule. For individuals, distinguish business deductions from personal deductions. If a valid item is missing, document the correction path; if the requirement was not met, do not use it simply to reach the budgeted tax.
7. Loss carryforwards, incentives, and tax credits
Every tax-reducing balance needs a roll-forward from its year of origin through prior applications and any permitted adjustment. A spreadsheet number without the underlying returns is not enough. Keep VAT separate: output VAT, creditable input VAT, VAT withholdings, and prior balances should not be mechanically netted against ISR.
8. Prior normal and amended returns
SAT's Declarations and Payments service supports normal, amended, late, and examination-correction returns. Identify which version controls and what each amendment changed. A revenue amendment that did not carry the corresponding payment data, or duplicate submissions under different amendment types, may explain the unexpected balance.
A symptom-based diagnostic table
| Symptom | Working hypothesis | Minimum evidence |
|---|---|---|
| Revenue exceeds the ledger | Unrecorded active CFDI or incomplete replacement | XML, status, journal entry, bank |
| Provisional payment is zero | Return filed but payment not completed | Acknowledgment, payment line, bank proof |
| Withholding is lower |
The correct route depends on when you found the difference
- Before filing: preserve the original prefill, correct the verified source, and rerun the workpaper before submission.
- After filing but before payment: do not simply abandon the payment line. Decide whether an amended return is required and track the due date and late charges.
- After payment: determine whether the amount was valid tax, a duplicate payment, or an undue payment. A possible Article 22 refund requires evidence; deleting history is not a refund process.
- After a formal SAT notice: preserve every version and address the document within its legal deadline. The matter is no longer only a portal correction.
Every correction needs a cause
Do not cancel valid CFDI, fabricate deductions, or submit successive amendments to chase a smaller number. Link each change to a document, tax rule, dated workpaper, and responsible owner.
Example: SAT shows MXN 48,000 and the forecast was MXN 29,000
The MXN 19,000 difference is not solved by reducing a percentage. Assume MXN 12,000 comes from provisional returns that were filed but never paid; they cannot reduce the annual balance as management expected. The remaining MXN 7,000 is a withholding the customer failed to state correctly in its CFDI. The first issue requires payment regularization; the second requires source correction with the customer. One manual override cannot responsibly fix both.
Minimum close-out file
- PDF or screenshot of the original prefilled return with consultation date.
- Workpaper that independently reaches the expected result.
- UUID schedule for relevant revenue, expenses, payroll, payments, and withholding CFDI.
- Acknowledgments, payment lines, and bank proof for provisional payments.
- Roll-forwards for deductions, losses, incentives, and credits.
- Correction log stating source, owner, date, and expected effect.
- Final return, acknowledgment, and payment proof or documented next route.
Frequently asked questions
Is SAT's prefilled information always correct?
It is valuable tax-source information, but it still requires validation. Recent source corrections may not yet appear, classifications need context, and some credits are recognized only when they were properly reported and effectively paid.
Can I edit a prefilled amount?
That depends on the field and application. Editability does not establish tax correctness. Preserve support and correct the underlying CFDI, return, or payer record when that is the true cause.
Should I pay first to stop late charges and review later?
The answer depends on confidence in the computation, amount, and deadline. Payment may contain future costs but can lock up cash and require a refund process if undue. Make the decision from the dated file, not as a universal rule.
Does a high balance prove SAT made a mistake?
No. It only proves that SAT's result differs from the expectation. Reconciliation may uncover omitted revenue, an unpaid provisional amount, or an expense that is not deductible. A sound review must be capable of confirming a correct higher tax as well as a source error.
