Mexico's MXN 2,000 cash threshold does not apply to vehicle fuel

Fuel for land, air, and maritime vehicles must be paid through an authorized method even when one purchase is MXN 2,000 or less. Obtaining an invoice later does not convert a cash purchase into a qualifying payment.

A fuel invoice answers who sold liters to the taxpayer. It does not answer which vehicle received them, why that vehicle moved, or whether the trip supported Mexican taxable activity. A defensible file therefore starts with fleet controls and ends with tax reconciliation—not the other way around.

Authorized payment applies from the first peso

Article 27(III) of the Mexican Income Tax Law lists electronic transfer from the taxpayer's account, a qualifying nominative check, credit/debit/service card, and a SAT-authorized electronic wallet. Its fuel paragraph requires one of those methods regardless of purchase amount.

  • A station receipt paid in cash is not repaired merely by requesting a CFDI.
  • A personal card can complicate who paid; any employee reimbursement needs a controlled chain.
  • A bank charge without the matching CFDI does not establish the deduction.
  • A rural-area release is an authority exception, not a general policy for inconvenient terminals.

Inspect the fuel CFDI as operational data

The same Income Tax Law provision requires the CFDI to carry the supplier's current hydrocarbons permit information and requires that permit not be suspended when the document is issued. Validate the XML, then match supplier, station, date, product, liters, price, taxes, total, and payment.

Authorized fuel wallets have their own document path

Rules 3.3.1.6 and 3.3.1.7 in the compiled 2026 Miscellaneous Tax Resolution define SAT-authorized fuel wallets and their evidence. The wallet issuer provides the services CFDI and the fuel-account-statement complement; the deduction and tax credit wait until the taxpayer has those documents and are limited to the amount they support.

Fleet card is a business label; authorized wallet is a tax status

Do not assume a card qualifies because it controls drivers or stations. Confirm the issuer's SAT authorization. Otherwise use the ordinary station-CFDI and permitted-payment file.

Design the driver workflow before the first fill-up

  1. Assign one card or credential to a vehicle or named custodian.
  2. Capture odometer, liters, station, and ticket at the pump.
  3. Require a customer, delivery, work order, or project code.
  4. Block purchases inconsistent with fuel type, geography, or tank capacity.
  5. Route lost receipts and terminal failures to an exception process the same day.
  6. Keep personal mileage and commuting outside the business claim.

Worked reconciliation: field-services van

A Puebla refrigeration company records 1,820 business kilometers for one van in September. Card data shows 210 liters across six station visits. Five charges match customer work orders and valid CFDI files. The sixth charge is for premium gasoline, while the assigned van uses diesel. The accountant should not allocate all six invoices across the fleet; the exception must identify the actual vehicle and business purpose or be excluded.

Personal use requires more than a percentage guess

Article 27(I) of the Income Tax Law requires strict business necessity. A blanket “80% business” policy is weak without route evidence. Use mileage or another consistent operating measure and retain the trips behind the ratio. The method should produce similar results when reperformed from source records.

Articles 28 and 36 connect automobile expenses to the deductible share of the vehicle's acquisition value. The statutory investment caps are MXN 175,000 for automobiles and MXN 250,000 for the described battery-electric, plug-in hybrid, or hydrogen automobiles. Classify the unit before applying a ratio: a cargo truck may not be an “automobile” for this purpose.

IVA needs its own conclusion

Under Article 5 of the IVA Law, input IVA must relate to an indispensable expenditure supporting taxable or zero-rated activities, appear expressly and separately in the tax evidence, and be effectively paid. Partial ISR deductibility and mixed IVA activities can limit the credit even when the card cleared.

Do not post the gross pump price as one tax number

Reconcile base, IVA, other price components, card settlement, and accounting amount. The fact that fuel pricing includes multiple taxes does not make every embedded amount an input-IVA credit.

Frequently asked questions

Can a Mexican company deduct cash fuel under MXN 2,000?

Generally no. The fuel paragraph of Article 27(III) requires an authorized payment method regardless of amount, apart from an applicable authority release for a rural area without financial services.

Does a CFDI prove the trip was for business?

No. It proves the invoiced sale. Vehicle assignment, route, work order, customer, driver, and mileage establish the business connection.

Can the employee pay and be reimbursed?

A controlled reimbursement may be supportable, but it requires the taxpayer's CFDI, the employee's payment evidence, a valid business purpose, the reimbursement transfer, and a policy that prevents duplicate claims.

Should every vehicle use the same fuel ratio?

No. Vehicle classification, acquisition limit, business use, and IVA activity mix can differ. Calculate from the facts of each unit or a defensible homogeneous pool.
